M3 Junction 9 Improvements Scheme Advances with £290M Government Funding

Winchester is set for major transport enhancements following the government’s financial commitment to National Highways’ M3 Junction 9 improvement scheme in South Hampshire.

The £290M project aims to alleviate congestion, cutting journey times by nearly 30% for vehicles traveling from the A272 into Winchester and by over 20% for those commuting between the M3 and A34 during peak hours. Additionally, the scheme will support the construction of 2,000 new homes, contributing to the government’s broader housing targets.


VolkerFitzpatrick was appointed as the principal contractor in 2022 and is responsible for overseeing the project's complex infrastructure works. Working with Balfour Beatty in a joint venture, these works include extending the southbound slip road to enhance safety, increasing the M3 from three to four lanes to improve traffic flow, and delivering a redesigned gyratory system to reduce congestion. Additionally, the project will establish direct, uninterrupted links between the M3 and A34, ensuring greater connectivity and efficiency.

To mark this significant landmark for drivers and businesses in Hampshire, the Transport Secretary visited the M3 J9 last week to mark the approval of the scheme and understand its impact on the local economy. Transport secretary Heidi Alexander said: “Anyone who uses this junction knows how frustrating it can be. But our £290M investment will save thousands of hours for commuters, tourists and freight every week, unlocking the true potential of our ports to deliver economic growth.


“We’re building rather than blocking so that we can get our economy growing. Approving these works, and the 2,000 homes it will support, is just another milestone on the way to delivering 1.5 million homes in this Parliament as part of our Plan for Change.

A Vital Gateway for Trade and Sustainability

This scheme plays a critical role in linking Southampton and Portsmouth ports, key hubs that handle millions of tonnes of freight annually. Beyond transport improvements, the project will restore 9 hectares of ancient chalk grassland, aligning with the government’s environmental commitments.


National Highways Chief Executive Nick Harris added:
